Ok, so here are the basics. For a studio, the City of New York does not allow more than a certain number of people to live in an affordable housing apartment. These rules are in place to avoid overcrowding (as if we aren't already crowded enough!). See the guidelines below:
For a studio, a maximum of 2 people can live there.
For a 1 Bedroom, no more than three people can live there.
For a 2 bedroom, from
2 to 5 people can live there.
For a 3 bedroom, from 3 to 7 people can live there….

IMPORTANT:
The only agency that cares about whether you are living with your 22 year old son in a 1 bedroom, is Section 8. Otherwise, the affordable housing guidelines does not really care about which genders live in a unit.
For example:
An adult mother and an Adult son live in a 1 Bedroom, it doesn't matter.
An Adult male lives with his 10 year old daughter in a 1 Bedroom, it doesn't matter.
Technically, the City of New York does not care whether there are children with adults, adults with adults or whether they are male or female. They can still live in a 1 Bedroom apartment.
